Investment registration is the registration with Saudi Arabia’s Ministry of Investment (MISA) that a foreign investor completes before investing; it replaced the foreign-investment licence in 2025.

Why does investment registration matter if you are a foreigner?
It is the step you complete before you start investing in Saudi Arabia. MISA’s FAQ calls it a required step before investment activities begin. When the registration is complete, MISA issues a registration certificate.
Your business activity decides how MISA handles the application. MISA has two registration tracks: available and restricted activities. Restricted activities need extra conditions or approvals, which MISA publishes.
Investment registration also replaced an older step. Before 2025, foreign investors applied for a licence, often called a “MISA licence”. The word still appears in contracts and in requests from banks and partners. Usually, they mean your investment registration certificate. Our guide to what “MISA licence” means now explains what to do when someone asks for one.
What does investment registration not cover?
Investment registration does not create your Saudi company. The company is created afterwards with the Ministry of Commerce. That gives it a commercial registration (CR), its entry in the official business register.
It is not a visa or a residence permit either, and it does not give you the right to own property. Each of these has its own authority and process. Some regulated activities also need a separate licence from the authority for that sector.
Where will you meet investment registration?

Can you register an investment from outside Saudi Arabia?
Usually, yes. MISA’s FAQ says you do not need to visit the ministry to apply. You apply online on the Invest Saudi portal, MISA’s online platform for investors.
The company documents MISA asks for are certified in the country where your company is registered. This may mean an apostille, a certificate that confirms a public document is genuine. Or it may mean legalisation, a series of official stamps that ends with the Saudi embassy or consulate. Which one you need depends on your country and on the receiving office. See apostille or legalisation, country by country.
Later steps, such as creating the company, are separate. We tell you which steps, if any, need a visit before you plan a trip. See setting up a Saudi company from abroad.
Frequently asked questions
Is the investment registration certificate in English?
No. MISA issues it in Arabic only. If a bank, partner or office abroad needs another language, an accredited translation office can translate it. Ask the receiving side first what form of translation it needs, such as a certified or legalised translation, so the document is accepted the first time.

Is investment registration the same as a commercial registration?
No. Investment registration with the Ministry of Investment (MISA) records a foreign investment. The company’s commercial registration (CR) is issued electronically after a file is opened with the Ministry of Commerce. According to MISA’s frequently asked questions, you can get the investment registration first and complete the commercial registration afterwards. A foreign-owned company usually needs both.

How can you check a Saudi company’s MISA registration?
MISA’s website links to an online service called “Investment Registration Check”. Follow the steps it shows, because they can change. A check shows what is registered. It does not show whether the company has debts or disputes, so for a deal or a joint venture we can review the company more fully.

Do foreign investors still need a MISA licence?
Not for foreign investment in general. According to MISA, the updated Investment Law replaced the licensing procedures with registration, so foreign investors register with MISA before they start. They then obtain a commercial registration and any licences needed from other competent authorities, which are separate from the investment registration. See what “MISA licence” means now.
